Unable to approve the change order requested against the PO

When trying to approve the change requested for the PO from it's corresponding requisition, an error was received. See below:

Approval workflow database error occurs while approving Standard Purchase Order

Contact your system administrator to identify the problem and to use SQL* Plus or workflow monitor to reactivate the approval workflow where it left off.

Give your system administrator the following information:

PL/SQL procedure: PO_REQAPPROVAL_INIT1.REGISTER_DOC_SUBMITTED

Error: ORA-00060: deadlock detected while waiting for resource

When checking backend, there is no locking session. And when the PO was checked, it was stuck in "IN Process" & "CLOSED" status. Also the notification that the change requested was approved  was received by the requisition owner.
