Open Period in Begning t start the system

Dear,

Just I do the new setup for Financial and I open my first period is Jan-2013 and I upload some master data but I cannot make any transaction in any where.

The problem is that user wants to upload the GL opening balacnes in dec-2012. so kindly let me know can I allow now to open the dec-2012 period?.
