Duplicating dbase to remote server. Failed startup of auxiliary after spfile restore

Source: Linux RH6    11.2.0.3Target: Linux RH6    11.2.0.3

Trying to duplicate a dbase on a remote server (withouit connection to target).  I also want to restore the spfile so that the parameters also come across.  Things seems to work fine with the connections from rman on the source server. Managaing to startup clone nomount.  However, when the spfile seems to have been restored, and an attempt is made to start the auxiliary from the source server within RMAN, I get the error:
RMAN-04014: startup failed: ORA-01031: insufficient privileges  This is after the spfile restore, as previoulsy the remote 'startup clone nomount' is successful.
