OVMS: Message 2100 not found; No message file for product=RDBMS..... when running sql loader utility

Hello

We have a 10g client installed (10.2.0.2) on VMS 8.1

We realized that the sql loader utility is not installed on this machine so one of the IT guys copied the sqlldr.exe file from other system (same O/S, same oracle release)
After copying, when we try to run the sql loader, we get the following error$

sqlldr

Message 2100 not found; No message file for product=RDBMS, facility=ULMessage 2100 not found
$

we have the ORACLE_HOME logical defined correctly ... and we do have the oraus.msb and oraus.msg files under ORACLE_HOME/rdbms and ORACLE_HOME/rdbms/mesg

$ show log oracle_home
