Shipping Method Not in Inter-Org Shipping Networks LOV

I setup a shipping method in Oracle R12. It was setup under Inventory...Freight Carriers. I assigned the shipping method to two orgs. One org is a manufacturing partner and the other is the OEM org. I am are running Subcontracting: Manufacturing.

I setup the shipping network and setup the shipping method. The setups saved properly. When I go to requery the shipping methods assigned, it does not appear and the shipping method does not appear in the LOV.When I run dianostics, the ship method is being picked up.

I verified that I am able to select the shipping method on an individual sales order.
