service not working properly

hello all
we have configured a service in our 2 node rac like this:

grid@medbrm01$ srvctl config service -d PINPRD -s SRVPINPRD.colombiamovil.corp

Server pool: PINPRD_SRVPINPRD.colombiamovil.corp

TAF failover retries: 0
TAF failover delay: 0

TAF policy specification: BASIC
Edition:
Preferred instances: PINPRD1
Available instances: PINPRD2
Service is enabled on instances: PINPRD1,PINPRD2


Normally, scan listeners shows the service pointing to instance PINPRD1
