Is there any upper limit up to which a cursor can pick up records

Hi ,

can anyone tell me is there any upper limit for a cursor to picking up the records. I have an issue where a custom program picking up records and processing it and after the first run , again the cursor picking some records in thenext run to process where there is no change to the records in the table.
