Migration Tool question

I added fields, layout to a custom record type (#11) in my Dev environment.
Now I need to migrate it to my Staging environment.  The issue is it's not the same custom record type in the Staging environment.   The custom record type is #1

Can I still use the migration tool to migrate?  Do I just open up the xml file and change the target custom record type from #11 to #1?
