The certification of Discoverer 10.1.2.3 with EBS 11.5.10.2

Hi Experts
The NOTE:313418.1 introduces the RUP7 is the requirement for integrating Discoverer 10.1.2.3 with EBS 11.5.10.2.

But my customer said when they did the integration, there was no such requirement and they did it as RUP6. The requirement of
RUP7 is added after that, it made them uneasy.

So can anyone help to explain why RUP7 is added as the requirement later?

Also, i have access the blog of Steven Chan, and found.

For 10.1.2.3, there is no RUP7 as requirement.

For 11g, the RUP7 is required only for Discoverer 11.1.1.4 and above.

So can we say for Discoverer 11.1.1.2, 11.1.1.3 does not need RUP7?
