How to over pick quantity on delivery

 Hi
I need to over pick quantity on delivery.
as my logic i am making reservation for sales order line then allocating reservation and then making transact move to pick confirm delivery.
i am able to reserve over quantity but i am making transact move order then it only picks quantity as is on delivery .but i need to pick over quantity.Is there any way so i can over pick quantity through API.
