14145836 POXSCERQ.fmx won't compile.

POXSCERQ.fmx won't compile.  Causing a string of problems.

We are doing a large patching project (> 1800+ patches, most all of which we were directed to by patch wizard).
When running individual patches before merge, we started getting an error on every NLS patch:


adpatch_u14145836_ESA.log

The following Oracle Forms objects did not generate successfully:
