Question regarding Accessibility: Siebel Standard Interactivity - Skip Headings/Sections

The customer is using Siebel Standard Interactivity mode. He needs advice on how he can resolve the below issue.

 

He is using assistive technologies (JAWS, Dragon, and Supernova) for Siebel SI. He has a requirement where the users have to skip unnecessary content (headings, sections etc) on the page.

For example: If the user navigates to Siebel homepage, he can find applets with titles 'My Cases', 'My Activities', 'My Service Requests'.

 

The customer would like to have a facility where the user can skip these sections. i.e., the user would like to go to 'My Service Requests' directly by skipping 'My Cases' and 'My Activities'.
