Randomly not finding Modifier in Create Express Privileges Screen

Post Upgrade we are trying to assign privileges to an entity (Freight Charge) and unable to find in the Create Express Privileges Screen. We are able to find it on Privileges screen but not on Create Privileges screen. Any Ideas?
