Can not migrate Workflow Action Set

I'm using the migration tool (latest version) to migrate Workflow Action Set as below
migrationtool -u <userID> -s <server URL> Read WorkflowActionSet <WorkflowRuleName>

But one of my workflow Rule Name has a dash charater (|) and it failed. I looked at the log file and there's no error.

Do you have any idea?
