Propagation Sender Reports ORA-02020: too many database links in use

11gR2 RAC (11.2.0.3 patch to April, 2013 PSU and streams related patches have been applied).
RHEL 6.3.
Using combined capture and apply. I have configured streams based on Oracle's recommendations for 11g.
Scenario:
Streams is running well w/ CCA prop latency avg ~2 seconds.
Strace indicates that the propagation sender (CS01) gets an ETIMEDOUT writing to the socket that connects to the server on the remote db. Wireshark indicates that this is the result of retransmit timeouts due to temporary network issues. The TCP ack for the bytes sent does not arrive for about 30 seconds.
Capture process quits enqueuing since its subscriber has vacated the queue.
