Update End customer location from ship to customer location wnen ship to customer and end customer a

HI,

We are trying to update end customer location from ship to customer. whenever ship to customer location is updated end customer location should be updated as ship to customer location when ship to customer and end customer are same. we are useing Proceess order API through form personalization in when validate record. BUt end customer location did not updated as expected when we debug the API we founfd that API is updateing end customer location, but it got revert back to previous value.

Please advise on this.
