How do I recreate the targets.xml in 12c?

I am using Cloud control 12c, and the OMS can't discover my host/agents. I have noticed that the targets.xml file is empty, so how do I recreate all the targets for the agent?
I have seen loads of metalink notes, but all related to 10g, and I can't resycAgent as its not even discovered in the Cloud Control.

Help?
