Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Due to improper shutdown managers are not running correctly.

Can anybody suggest why concurrent managers are not running when any improper shutdown happens?

and please provide me any solution except restarting database and applications solution.
