XML Administrator Does Not Allow New Version of Report to Be Substituted

I created a new version of the Payment Selection Report,but when I go into the XML Administrator Responsibility I can't upload the new template for testing. I am attaching a screen shot. I can't find any information on why I can't substitute the new report version. Any help would be greatly appreciated.
