Journal Approval with Non-Employee Accountants

We would like to enable journal approval.  Some of the accountants who would submit journals for approval are not employees.  And some of the accountants who would approve journals are not employees.  Our problem is:  We have the HRMS module (including Payroll) and our system is configured only to add people who are employees.  How can we add non-employees (i.e. contractors) as people within EBS so those non-employee people can be linked to the contractors' EBS user accounts?

Q1:  Are there other companies using EBS who have non-employees submitting journals and/or approving journals?

Q2:  Is the solution to add the contractors into the EBS Persons form as Person Type 'Contingent Workers'?
