Siebel Client opening in read only mode

Hi,

Two members of our devlopment team are facing the issue as,  when they try open the client by connecting to local datbase Client is opening in readonly mode.  I hvae verifed all the connectstring parameters are set correctly.  Can you let us know how to fix this behaviour?
