Solaris 11 Distribution Constructor

I am trying to create a Solaris 11 text image with the distro_const but I am getting an error that its still trying to go to http://pkg.oracle.com/ I have configured the xml file to point to my local repository file:///IPS/Solaris11/repo. What am I doing wrong?

I have uploaded the xml as a html file.
