Distribution Button is Disabled from "View Material Transaction"

Dears,

The distribution button is disabled for some of the transactions from the View Material Transaction screen, I checked the costing flag it's "N" for those items where the distribution is dimmed and null for those records where the distribution is showing....any clues from where the difference is derived and how can i solve this?
