Tools release - question

Hi All,
I have a question concerning Tools Release: when do I need to install server manager and when only update? I mean when I download TR installation files, I always can download Server Manager installer or Update. I used update when I upgraded 9.1.3.0 to 9.1.3.1 but I wonder if I can use it also when I upgrade whole version, i.e. 9.1.0.4 to 9.1.3.0 (or 9.1.3.1).
