Creating Task through Time based workflows

Hello,

Our requirement is to create a Task for Users either to Approve or Decline the Task, if the user doesn't turn up within due date (24 hours), a new task need to be assigned to the Task Owner's Manager and the original task needs to be Completed. If the Task Owner's Manager doesn't respond within next 24 hours (48 hours in total), new Task need to be created for One level higher manager than Task Owner's Manager.

We are successful till the task creation to Task Owner's Manager. But, we are unable to create a Task for the next level manager.

At second level. it is unable to perform update operations on the Tasks or unable to send tasks to the Relative User on the Record.
