Why a S11.1 NGZ root is missing proc_priocntl privilege?

Please not that I know I could have specified FSS in the NGZ configuration.Anyway, I was trying to dynamically change the scheduling class of all TS processes in a NGZ but I couldn't.
s11.1-ngz# ppriv -eD priocntl -s -c FSS -i class TS
FSSpriocntl[17458]: missing privilege "proc_priocntl" (euid = 0, syscall = 112) needed at fss_enterclass+0x45
Permissions error encountered on class TS

Please, why a S11.1 NGZ root is missing proc_priocntl privilege?
