"Allow PBCO Postings" Constants to be enabled by user?

Posting on behalf of client:
Is it possible to setup "Allow PBCO Postings" flag in General Accounting Constants application (P0000) to be enabled only for a specific user? Since F0009 (General Accounting Constants) is a bootstrap table, is it possible to map the F0009 table to a different datasource for the specific user within the same environment?
