Tools release upgrade failure - assistance needed

Hi All,
I am trying to upgrade Tools Release from 9.1.0.4 to 9.1.3.0 but I encountered an error on enterprise server: I have successfully distributed the software across the servers and when I try to change enterprise server's comonent I get the error:
