intercompany AP importing failed with ZX_TAX_RATE_NOT_EXIST

Hi All,

I got a problem to import intercompany due to tax code is not exist: ZX_TAX_RATE_NOT_EXIST.

1) One of transaction is from Japan, I can see the ap_invoice_lines_interface.tax_classification_code:Exempt

    I can find this rate code in Korea, but intercompany AP is failed to be imported to Korea.

    I modify ap_invoice_lines_interface.tax_classification_code to EXEMPT, then imported successfully.

   But I can not add a new code in Korea since Exempt & EXEMPT is the same code.

   Please advice how to fix this issue

2)the 2nd case is a intercompany transaction from US to Korea, I can see the ap_invoice_lines_interface.tax_classification_code:Sales Tax, but can not find this code in Korea.
