Banks are updatable across all OU's. Cannot seem to limit access to only one OU in MO environment.

We are upgrading to R12.1.3. We have a MO environment and have separate responsibilities for each Operating Unit. All MO profile options are set to equal the OU and the Security Wizard is set for Bank Account Grant Use, Maintenance and Transfers by Legal Entity. The issue is that we can access and update all bank accounts from all operating units. We want to limit each Resonsibility to accessing and updating their own OU bank. Any suggestions since the profiles and grants don't seem to be working as expected.
