 Hi Primo :Welcome to the new EBS Patching community. This thread will address your following issue - 

I have upgraded to 12.1.3..
I have shared the adgennls.txt (Manifest file) to oracle support and request for consolidated NLS patches
as part of the post upgrade High Priority NLS Patches which ORACLE is suggested based on below languages..

GERMAN, DANISH, FINNISH, NORWEGIAN, SWEDISH, POLISH, RUSSIAN

Below are links i got from oracle to download and apply NLS patches based on adgennls.txt
