Editing Migration Tool generated xml files and then doing an Upsert to apply the changes

Hi,

I have to do some major overhauls of core picklist values, cascading relationships, and field names.  I have used the Migration Tool to pull the data and I can open the xml in Excel to see the values, but I can't change and export the data in the same format.  Is there a way to do this in Excel and if not, what is the best way to do it otherwise?
