Customer association in email center 12.1.3

As per Oracle documentation: "Email Center has the capability to auto-populate the To field if the customer is known. If you search for and select a customer to be associated with the email, Email Center will auto-populate the To field".

Our issue:

If I search for the name in "customer search" from compose new message and select contact (radio box) and click "associate to message", email maintained at organization level is defaulting in "To" email list. We dont want this to happen since the email contacts at organization is head of the company and we dont want to inadvertently send mails. Currently everytime, we delete from To LIst prior to sending email which is risky. We only need the customer association not the email. Moreover I am selecting "associate to message" at contact level where there is no email address why the
