BOM/ Part List and MRP

I am not sure if I am asking a pretty fundamental question, but just wanted to clarify. The R3483 looks at the BOM for determining dependent demand. At what point in time does it look at the work order parts list. is it after a firm work order is created. Can I assume that the BOM is source for planning work orders and Parts List is the source for firm work orders. Is that a valid assumption
