Can MGMT_CREDENTIALS2 table be cleaned up?

In our OEM 11g repository, the SYSMAN.MGMT_CREDENTIALS2 table has over 60 million rows. Can some of these rows be removed?

This caused a problem during our upgrade to OEM 12c, when the repository upgrade failed while updating this table due to insufficient undo space. If all these rows aren't needed, I'd just as soon get rid of them.

The SYSMAN.MGMT_COLLECTION_TEMPLATE_CREDS is also large, with over 30 million rows. Same question, can rows be removed?
