Max value on a Compensation Derived Factor using a calculation rule

I am trying to create a Compensation Derived Factor with a Max limit that uses a calculation rule we created.  I was using the Max  value field to try and cap the returned value and it doesn't appear to be working.  Does anyone know if you can't use the Min-Max values if you are using a calculation rule to determine the compensation value?
