Reading a Comma Delimited Text file and loading in GL_INTERFACE table

hello,
We have acquired a new company and we need to integrate there GL with Oracle GL.  There system produces a comma delimited file with the gl information. Is it possible to develop a concurrent program to read the file and put the data ni the GL_INTERFACE table.
