Budget Wizard: Open Cursors for R12.1.3

We are on EBS R12.0 (12.0.6) and testing the upgrade to R12.1 (12.1.3) in a test instance.  In our 12.1.3 test instance, we're having an issue with downloading the Budget Wizard template for ALL budget organizations.  The download should result in a template with 15,000 rows.  However, in 12.1.3, we get a BneDownloadService error.  The only workaround seems to be increasing the open_cursors in memory from 600 to 2500 or higher.

Has anyone else had to increase the open_cursors to an unusually high number due to Budget Wizard on R12.1.3?
