Costing organization is showing Item master org

Hi All,

We are on 12.1.3 and not using oracle costing.
We have created an Item master org.Then while creating a new inv org noticed that under costing information tab it is showing the Item master org as the Costing Organization and not able to update.
If I update the Item Master Organization information as the presnt inv org in the Inventory Parameter tab,the Costing Organization automatically changes to that org.

Please let me know the standard functionality.Is there any setup which controlls that?
