How do I get a list of VTV's from an MVC that has a status of EXPVTV?

When I run an MVCRPT MVCID "volser" DETAIL report I receive the following error:

SLS6884E TAPEPLEX:LOCALHSC SMC COMMS ERROR:UNABLE TO OBTAIN TOKEN FROM SMC.
