Cluster 3.2, sccheck and cluster check

I've got a simple problem running Cluster 3.2 on multiple 2 node clusters.  Everything seems to be working fine - resource groups can fail over/back etc.  The problem is that when I run sccheck it reports everything is working fine with all checks succeeding.  When I run cluster check it reports an 124 error saying it cannot connect to the other node of the cluster

ofc# cluster check -v

initializing...

cleaning up...

internal error: failed to create data source: internal error: Unable to connect
