Siebel upgrade Web template issue Base-UPG

Hi,

We have done a upgrade from siebel 8.0.0.10 to 8.1.1.9 using ICL Merge. After the upgrade i see few View Web templates and Applet web Templates with Base-UPG and Edit-UPG or EditList - UPG and they are Inactive.So i cloned those Base-UPG and then compiled but still i get the web template does not exist error.

Am i missing some thing here or did we miss any thing during the pre-upgrade steps.
