Siebel Tools and Siebel Client 8.2

Hi,

I am trying to install Siebel tools and Siebel client in Windows 7 32 bit. However, when I run the exe file as Administrator it automatically closes.

In this, is Siebel 8.2 compatible with OS WIndows 7 32 bit and 64 bit?
