Is it possible to delete seiban

Hello,

I am dealing with this issue:
customer wants to have the option of deleting seibanu only for a particular responsibility. When I tested this modification I found out that I cannot to delete sebain in general (even if I turn off all personalizations).  

Question  is:
Is it possible to delete seiban in standard way ?
