Can't register OpsCenter via BUI

Hi,

I can't register OpsCenter via BUI after change connection mode from disconnected mode to connected mode then,
I click on register Enterprise Controller in the right pane. It can't connect to register server and I can ping to all ip address in table 1-2 in security guide
except following ip address.

inv-cs.oracle.com

192.18.110.10

Port 443
