Forms Oracle Quoting Order Header Order Type

 In R12.1.3, we are able to save quote header without entering the Order Type even though it shows as a required Field (yellow). Why? Has there been a change in functionality or we are encountering a form BUG. 
We use  Quoting(Form) not HTML.
