BWC - Unable to Update QTY, Unit, or Price on PO via BWC

Hello,
I have created a STD PO via R12.1.3 BWC and I am trying to an update a PO line which is in Approved status, however the Quantity, Unit, and Price fields are protected. I have changed the Read Only personalization to "false" for each of the data elements; however system is still preventing those fields from being updated. Please see screen attached screen capture. Has anyone seen this issue before?
