Is there a capability to monitor Oracle application user responsibility on frequent base?

Dear Oracle application users:

We have a requirement to provide our internal audit with a query or report with list of our Oracle EBS users with their application responsibility on a frequently base.

They would like to rung this query or report on a monthly base monitor our Oracle EBS user responsibility. I

  1- Is there a such report or query exists out of the box?

  2- How does other Oracle user obtain such information for their EBS Financial application user responsibility on a frequent base?

 3- Do we need to custom develop such a query/report?

 4- Is there Oracle note, recommendation about this type of request?
