error in putting CC entries for serial control The specified serial number violates serial uniquenes

Hi
I am putting CC entries for Lot and serial controlled item using  mtl_cceoi_action_pub.import_CountRequest.
it is giving error

Serial number is not valid.
The specified serial number violates serial uniqueness controls for the item entered in this count.
Can anyone tell me why is API is returning this error and there are unique serial number in system
