R12.1.3 Audit History Consolidator Running for Hours Post Upgrade from 11i

 We just upgraded from 11i to R12.1.3 and find that the audit history consolidator is running for over 2 hours when it used to take seconds in 11i. The parameters that it ran for was open as in,  no values specified  in 11i. 

Is anyone aware of open bugs in R12.1.3 as I could only find 1 BUG 16269099  which was filed without the filer verifying the fix.
